General Clark points out a significant defect in President Bush's obedience to General Petraeus - General Petreaus is there to do his job as best as he can as a military leader, that is his mission. It is the President who is supposed to decide whether or not the mission needs to continue, not the Generals. The President is supposed to set the policy, not the General.
