This is a real issue and a real problem. It seems Republican obstructionism isn't as many thought just a reaction to Obama, it's not. I recall it really started with Newt's rise in the 90's and the attempt to destroy Bill Clinton's Presidency. The GOP is as we all now see morphed into a far right wing party since Reagan. If they can't get their way their strategy is to shut down those parts of the Gov't they dislike ideologically or they don't control internally.
There's going to be a real battle going on. Something has got to give and essentially it has to be the GOP. If Clinton wins, there will be another GOP autopsy report. Maybe this time they will get it through their very thick obstinate little brains that they need to lighten up their game plan just a tad. The problem right now regardless of the election is what exactly is the GOP? It's like 4 different parties right now - the Trumps, the conservative Christian Pence/Cruz's, the big business Koch backed Walkers, and then the old guard dying out establishment pro war/neocon Bush/MCCain/Graham people. There is no longer a moderate GOP. By today's standards, Nixon would be a leftist.
