This is fishy. Obama appears to be in the lead, it would be his decision to determine the V.P.
The ticket would be Obama - Clinton, if he so chose.
Why would they want to articulate a 'pre-emptive' ticket decision.
The primaries are not over yet, and depending on how the situation is resolved with Florida and Michigan, they may very well rely on the super delegates to determine who the winner is.
The thing that seems a little disingenuous about the suggestion is that it is almost a plead for power of some form, from the Clintons. Do they sense that Hillary might be toast.
Yes the V.P is often the runner up, but not always.
