Its interesting, when the government hands billions of dollars over to a corporation like Bear Sterns its called a 'bailout.' It is in fact a form of welfare, and its handed out instantaneously.
People who were on the short end of the Bear Sterns fiasco, the actual home owners who face foreclosure, protested at Bear Sterns headquarters in NYC.
Its an effective protest.
