These two are in my view committing Crimes against Humanity and every other species of life on Earth, for short term profit no less. Someday, an Int'l court like Nuremberg after WW2 is going to put people like these two on trial. Exxon is already facing charges in regards to this issue. It amazes me how backassward our legal system has become. Pot smokers and J-walkers face mandatory sentences and fines while uber wealthy Oligarchs like these two evil brothers ( they remind me of the two brothers in Trading Places) get away with Global ecocide.
The problem is crimes against nature at this level are paid for by everyone. They could care less.

Yes, the law is far from being fair, equal, and impartial. Justice is not equally applied and even more so, the understanding of what is criminal and malicious changes to go along with wherever society is, or where the powers that be are at. Trump as a point of interest appears to be strongly connected to the 1950s and all the 'laws' that the 1950s dictated, as we know. But as society evolves on global warming, what you say might in fact come about, where the Kochs are regarded as criminals. Society is not there yet, it's going to take time and education. We also know what the GOP thinks of education and that is an inhibiting factor.
