I can definitely believe that based on what I 'm reading every day. It's quite serious. I think they have to go with desalinating ocean water, bigtime, how else can they find water?
From what I've come to understand most of Ca., water goes to agriculture. Most of LA's water comes directly from the Colorado river, which is way down because of the drought as well. Its always been known the area is prone to big droughts and large areas are marginal sub-desert anyway. I lived in the LA area for almost 7 yrs. way back in the late 60's to early 70's. It was crowded then and today it has twice the population. Last time I was there was in 1984. I was in Northern Calif . last Nov. and the drought was already bad even then.
