I get the sense she believes what she is saying and she bases her conclusions on one possible outcome out of many. She assumes the worst which is catastrophic thinking and she balances that catastrophe with another catastrophe which is 50 million uninsured or under insured. This is what she believes is her addition to the puzzle. She believes her hunch is truth. This is another aspect of the authoritarian personality. She hears voices that tells her this is wrong and so she accepts it as truth, just like Bush did over and over. Anything that rubs against her veracity is coming from the devil or the uniformed. Its classic. I would bet that she has some allegiances to big insurance at some level and has an entire mental complex that justifies their positions.
She is another unwitting dupe.
