The so called "Polar Vortex" which is really just a deepening loop in whats called the Rossby wave system that is part of the hi alt.polar jet stream was happening mostly over Eastern North America last yr. and a few yrs earlier over Russia. This is happening because the polar ice cap is rapidly disappearing and the increased heating has slowed the polar jet causing it to meander further south like a slowing river. Most climate models predict more mixing of warm and cold air and a lessening of the thermocline north to south as we go forward. That ironically in the short could and is producing warmer and colder winters depending on where the loops in this system set up. Last winter the east got blasted by normally Arctic air and Alaska had Pacific warmth over it most of the non-winter there. Three yrs. ago the same thing happened in reverse and the east had a non-winter for precisely the same reason. Going forward this is part of the BIG changes we can expect as we upset the Climate system on this planet.

Excellent GK! thank for taking the time and posting this information. Notice that deniers are presently running wild with the notion that global warming is over all of a sudden. Which thinking about it is interesting because since they never thought it was happening in the first place, why are they all of a sudden saying that it is over? The logic escapes me...
