We fall short many times with a war effort out front and then leaving the end game to willy nilly along with an often shaky policy about why we go to war in the first place. It's very politically motivated as well, for example to keep war production up at home and appease the respective Congressional districts with solid employment. We get all that weak on defense or strong on defense rhetoric along with strong support from the large population that is ex-military, so it's always out front in the media and consequently in everybody's face and that leads to a very reactive populace usually drawn between political lines.
