0% Chance

Point one - The US does not recognize the International Criminal Court.

We might like seeing headlines like this once in a while and we might agree with their content but Bush is one of the most powerful individuals in the world, surrounded by a slew of the same. He is untouchable. The only way his "legacy" is diminished is with careful scholarship and well placed media flourishes surrounding the research all acted out over a long consistent period of time. We must also remember that there will be a counter argument set up to refute all implications of torture.

Also if this is the only thing, the only reason for issuing a warrant for Bush, then they have missed the big picture.

He's a war criminal alright, but if your going to indict him u need to also list the rest of us for doing nothing much to stop his crimes. Topping that list is the Congress.

Bush kept a lot of his activity deeply guarded and secretive. I would suspect that we are not aware of the half of it. I would be willing to bet that Congress is also unaware of it. But to the extent that they enabled him to invade and all that, yes indeed indict the whole lot.
