Biden has decided to make it personal with Trumpf interesting. He views Trumpf as what he is a schoolyard bully and has made the calculation to confront him at a personal level to try and get his attention. So far with little luck. Trumpf isn't afraid of the Dems. because they have little to no power so he ignores them except to use Hillary and Obama as punching bags for his base. Biden is a nobody as far as Trumpf is concerned.
I agree with you except on one point. If Biden gets enough attention or more and more attention with his challenge, then that will get Trump's ear and ire because after all we can say it's about attention.
