Too little way way way too late to save our present society. How we're going to survive what's happening will be a very interesting story to look back on in a few thousand yrs. If there is anyone then to even look back.
I think efficiency as a government notion is short hand for continuing with the status quo. If cars get 50 miles a gallon then oil is fine. Efficiency has it merits certainly but as you say this global warming is baked in especially considering that carbon emissions remain so disastrously high on a yearly basis and that we have 100 years of the present CO2 300 to 350 PPM levels embedded in as well.
