Referals are probably inevitable but they're only good if the DOJ acts on them. We're all waiting but so far they've just played dodge ball with him and he always seems to win that game because he's honed it to perfection over thousands of lawsuits and decades of experience. He's a criminal who is extremely talented at evasion among other things.
