He (they) are all criminals who perform their crimes right out in the open so it wouldn't be any surprise to me if that's what's being done here. How do we prove it though?
It makes sense to me because on the surface, it's ridiculous, that's perfect cover - but who knows about what's going on below the surface. I have no idea how it is proven, other than hoping US intelligence agencies can pick this stuff up.
