The US started as a plutocracy not a democracy. Voting isn't what a democracy is about. People get to vote in all kinds of antidemocratic systems. People even get to vote in Kingdoms these days. The Romans voted even in Imperial times. The average person in Rome had little power and the Roman Senate was for the most part just an Imperial rubber stamp, but Rome was always officially a Republic. The word Emperor just means in Latin Imperator or One among many. In this case the one Senator in charge. Thus the Emperor sat on a throne in the Senate chambers, unlike a King who sat in a throne room separate from other governing chambers. The outer form of a countries government means little these days. Democracy is rapidly becoming little more then a fig leaf from behind which different coalitions of Corps. own and run the State.
