The rationale of the PTB for doing this kind of stuff has dropped down to we need to keep track of you just in case you become a terrorist. The worst idea of the 21st Century was the Dept. of Homeland Security. This is huge new bureaucracy looking for reasons to justify its bloated corrupt existence.

It's a strange new world, and authoritarians in this country think this kind of thing is great. The problem gets out of hand when the cops start needing to meet quotas.
