I don't agree that Cheney is scared. He's being protected by the whole Oligarchy. He knows if he gets arrested and tried they all are heading for the same place. No he's not scared he's defiant. Yes, he'll torture again if given power. He sounds like the Nazi leaders at Nuremberg most of whom never said they were sorry, quite the contrary. They only cared about having lost. Cheney feels he won so why say I'm sorry? Powell lost, he was the one whose positions were laughed at or ignored by these people. Obama knows his place as regards the Oliogarchs and he's young with young children, he's NOT going to do shit to threaten them. He knows the history of these people he sees all the dead bodies that litter the landscape around anyone that defies them.
I would agree - Cheney is defiant. The GOP runs candidates and accompanies them with a group of unscrupulous thugs. For Bush it was Rove, Cheney, the neocon Cheney buddies like Rumsfeld and many others. Cheney is from the extremist militant wing. The more war the better. He's also an authoritarian of the highest order, so having been VP he is practically unassailable from his point of view. Cheney believes he is next to God and infallible like the Pope.
