 "Soon after I-84 opened in Idaho in 1969, biologists discovered deer herds floundering in deep snow north of the highway, "either unable or unwilling" to cross the interstate. Thought the state dispensed "special pelletized ration(s)," hundreds starved, and a herd once two thousand animals strong crashed to eight hundred gaunt survivors."
