Which means it will dealt with far too late and with far too little effort. Why? The size and scope of the problem and the effect on the wealthy preclude anything meaningful being done till something truly catastrophic like a massive death count from a heatwave in India or Pakistan etc. happens and it eventually will.

Most people don't change until it directly affects them. This is why not enough is going on. There's too many people in developed countries who are gaining more wealth and living the rich life, and they have control.
