The country has grown in some ways since the late 60s. Back then this kind of thing was very much part of the societal culture, now it is a vestigial semi useless thing, although it still is very much a nuisance.
We HAVE built on the enormous cultural changes from the 60s and can never go back to pre civil rights, integration, women's equality, etc.
BUT we are the same flawed human beings and have the same primal fear of "the other". In good times, it IS vestigial, but in current times -- when we are encouraged to be our worst -- it is plentiful and easily exploited.
The times article says: "...the president is exploiting racial divisions in a way that appeals to only a segment of his party." Well I hope that segment isn't enough this time.

Divide and conquer baby. It's a working strategy that you can't count out. We can only hope it doesn't work this time.
