Let's unpack Cheney's criticism of Palin.

Cheney is criticizing Palin as VP choice in 2008 for one reason only. He is saying to the American public - yeah we messed up with Palin in 2008, but now we're going to get it right, Romney's (our) VP selection is going to be 100% vetted and consequently will be 100% worthy to assume the role of President if necessary.

Cheney's criticism of Palin is a political move only, and it's object is to elect Romney. Palin more than likely was not made aware of Cheney's comments beforehand however she is still expected to be compliant and fall on the GOTP sword.

In reality Palin is as "qualified" as Romney. Both would work to benefit an elite power group, both would extend the military in any way possible, both would expand taxes on the poor, both have no understanding of how to improve the middle and poor classes, both would work to eliminate social spending at any level, both would work to eliminate corporate regulations, and on and on. The difference is that Romney would do these things in the grand manner of Nixon while Palin would do them with not nearly the alacrity of Bush 2.
